The DMN e-News and an occasional hard copy DMN News are published by the Dunn’s Marsh Neighborhood Association (DMNA) on an “as-needed” schedule.  The Dunn’s Marsh Neighborhood Association, Inc. has been working to unite neighbors to solve mutual problems and promote fellowship among neighbors since 1973.  Our neighborhood is in Madison & Fitchburg.

Property Assessments

1a – Property Assessments Drop:  City Assessors To Attend DMNA Council, May  2

Dunn’s Marsh Neighborhood residential properties in Madison took quite a downward hit on property tax assessments.  The DMNA Council has invited City tax assessors from both Madison and Fitchburg to provide information and answer questions about the assessments at the regular Council meeting this WED., May 2.  The meeting begins at 7 p.m. at Prairie UU Society, 2010 Whenona Drive.

Other business will be conducted after the information session.

All residents are welcome to attend, but only Council members may vote on items of business.

For your information, Council meetings and other meetings sponsored by the Dunn’s Marsh Neighborhood Association are public, and they may covered for the Dunn’s Marsh Neighborhood e-News both by written articles and by photos with captions.

1b - Excerpts from Madison Assessor’s Letter to DMNA
[Editor’s note:  The DMNA posed some questions to the Madison assessor in advance of the May 2 Council meeting.  These are the answers provided by the Madison residential property assessor. This information and more will be presented at the May 2 DMNA Council meeting.  The Council and other attendees may ask additional questions.]

A neighborhood market adjustment of -15% was applied to most of these properties [in the Madison portion of the Dunn’s Marsh Neighborhood] (240 of 262 properties).


The exceptions are as follows:
 
2 changes from an individual review at the owner’s request
3 changes due to an individual review for another reason
5 changes due to a recent sale price
12 changes due to recent improvements made to the property (Value was added to the 2011 assessment before receiving the market adjustment decrease.)

The market adjustment of -15% was due to sale prices averaging 15% less than the 2011 assessments of those properties that sold in the area….

In addition, list prices in the area averaged 11% less than the 2011 assessments of those properties that were listed.  This was confirmation of what we were seeing in the sales.  Those listings are as follows:

In the [news]paper, assessment area 80 showed a different % decrease.  That is because assessment area 80 includes properties north of the beltline that are not in Dunn’s Marsh.
Those properties not located in Dunn’s Marsh had a different market adjustment based on the sales activity in their area.
 
Some of the other questions may be best answered by my supervisor, the Assistant Assessor, Jo Ann Terasa, or by the City Assessor, Mark Hanson at next week’s meeting.
I simply wanted to provide the valuation information for your viewing in advance.

2 – Correction

Due to my misunderstanding, a note with the photo about the Little Free Libraries in the April 19 issue of the Dunn’s Marsh Neighborhood e-News was incorrect. The Uselman family is planning to paint one Little Free Library, but they will not have a library in their yard.  My apologies for the misunderstanding.

Absentee ballots are now available for the May 8, 2012 primary election.  Absentee voting may be done at the clerk’s office through Friday, May 4.
 
Voters may still register at the polls, but be sure to bring your driver’s license number,  Social Security number, and official proof of residence such as a utility bill in your name.
 
Voter Photo ID Law Injunction
Two court-ordered injuctions prohibit the requirement to show a picture ID.  You do NOT have to show any kind of ID, and you should not be asked to show any.   The exception is only if you are registering at the polls, and you yourself choose to show your driver’s license to prove where you live.

The 28 day residency requirement, elimination of the corroborating witness for voter registration, and requirement that voters sign the poll book are still in place.

Verona Rd./Bikes

3 - Work Begins on Verona Rd./Beltline Project

Passersby no doubt have noticed that the business at the corner of Whenona/Frontage/Britta Parkway has been torn down and hauled away and that work is progressing on razing the former Highlander Motel.  This is just the tip of the iceberg related to reconstruction of the Verona Road/Beltline reconstruction project.

A public information meeting on immediate upcoming construction plans will be held on Thursday, May 17 from 5 to 8 p.m. at the Fitchburg Public Library, Room 212 A and B, 5530 Lacy Road, Fitchburg, WI 53711.  

Improvements to a number of intersections outside the construction zone will take place in 2013.  The purpose is to be ready for the onslaught of traffic that will be diverted from the construction zone.  The intersections that will be reconstructed nearest to the Dunn’s Marsh Neighborhood are
  • County PD and Seminole Highway - eastbound left turn lane extension;
  • Seminole Highway and Sentinel Pass - signal and turn lane extensions; and
  • Seminole Highway, Yuma and Nakoma Drive - signal and revised pavement marking.

3b - Public meeting for Verona Road (US 18/151) Project, May 17

A public information meeting will occur on Thursday, May 17 to discuss the Verona Road (US 18/151) project in Dane County. The meeting will be held from 5 to 8 p.m. at the Fitchburg Public Library, Room 212 A and B, 5530 Lacy Road, Fitchburg, WI 53711.

The project is divided into two stages. Stage 1 will reconstruct the Beltline from Whitney Way to Seminole Highway, and reconstruct Verona Road (US 18/151) from Raymond Road to Nakoma Road. Stage 2 will reconstruct Verona Road (US 18/151) from County PD to Raymond Road.

The project involves reconstruction of the Beltline from Whitney Way to Seminole Highway, and reconstruction of Verona Road (US 18/151) from Raymond Road to Nakoma Road.

Proposed improvements include reconstructing the Beltline/Verona Road interchange; constructing a new jug-handle intersection at Summit Road and Verona Road; pedestrian and bicycle accommodations; installation of noise walls; and expansion to three lanes beyond Whitney Way on the Beltline.

To ease congestion during construction, the following intersections will receive improvements in 2013 to handle additional traffic:
  • County M and County PB - signal and turn lane extensions proposed;
  • County M and County D (Fish Hatchery Road) - signal and turn lanes proposed;
  • County D and Whalen Road - turn lane and bike accommodations proposed;
  • Seminole Highway and Lacy Road - turn lane additions;
  • County PD and Seminole Highway - eastbound left turn lane extension;
  • Seminole Highway and Sentinel Pass - signal and turn lane extensions;
  • Whitney Way and Gilbert - southbound left turn lane extension; and
  • Seminole Highway, Yuma and Nakoma Drive - signal and revised pavement marking.
Construction of the Beltline/Verona Road interchange is scheduled for 2014.

The public is encouraged to attend the meeting, provide input and ask questions regarding this project. A formal 20 minute presentation will begin at 5:30 p.m. WisDOT Real Estate staff will be available to answer questions regarding land interests necessary for reconstruction and the acquisition process.
